In most cases there will be a "global" connection address which places you on the most applicable server - if you found the networks home address at www.icq.com then its very possible the IRC global address will be irc.icq.com However in some oddball cases this is not applicable either bet practice suggests you find a leaf close to you and connect to that, check the homepage for a server list.

IRC is made up of servers often linked together to form networks, first find a network google is perhaps the best place to start searching.

You wont see a hammer on IRC, WebTV or MSN TV on IrCQnet, you will see an @/Op symbol instead.

Yes, you can use the settings on your WebTV/MSN TV unit to select small, medium or large font size.
Most WebTV/MSN TV users can change font size by logging into any discussion board, scroll to the bottom of a thread, and use the "Text Size" controls to increase, or decrease the size. This will control both the board, and chat (must be in advanced view).

The number before text is a member using color text - since WebTV/MSN TV cannot view color text in chat it shows the number code instead.
