Why do somepeople have a % next to there name ?

The % is a channel mode ( +h ( varies per ircd however )) its name is "half-opped" - these are users with a little bit of "power" on a channel to help aid users and keep the channel clean, they do not have as much ability as an opped user and cannot deop an opped user, they can override the moderated ( +m ) mode however.
On IRCQnet % is halfop (In Training to be full op).
